Update To Tipjoy's API

We just updated Tipjoy's API & docs.

We think it's particularly useful for Twitter Applications. You can:
- create Tipjoy accounts with Twitter credentials
- find balance information about the account
- get transaction information for a particular user
- initiate a transaction through a twitter payment automatically
- create links to send users to PayPal to pay their bill

We'd love to get any feedback or answer any questions about this. Join our Tipjoy Developers google-group. This is only the start. Our next big push is to make a more general purpose API.
